Waltham Forest | Enviro-crime campaign
February 19th, 2009
In common with many local authorities, Waltham Forest faces problems of environmental crime such as graffiti, fly-tipping, dog-fouling and littering. This has a serious impact on the local community and has significant health and cost implications. These issues had become a serious cause for concern amongst both local residents and the local media, and the council decided that something had to be done.

To support a service improvement programme, Engage was commissioned to help create and deliver a communications campaign to highlight the key issues and the steps the council is taking to tackle enviro-crime. Together with a campaign strapline – ‘We’re wiping out enviro-crime’ – we developed a creative approach which uses hands to give a very real and human focus to the messages, using our in-house photographic team for a series of outdoor and studio-based shoots. The campaign uses both positive ‘engagement’ messages and stronger ‘enforcement’ messages, applied across a range of outdoor and press advertising, DM and merchandise.

“We worked with engage to create a umbrella campaign that would link together all the work the council is doing to tackle enviro-crime in the borough. The end result has been really successful and we have already begun to receive positive feedback.”
Katie Mayers, Marketing Officer, Waltham Forest Council
